San Luis Obispo County supervisors will use the county’s powers of eminent domain to obtain three parcels of land needed for Nipomo’s Willow Road interchange if negotiations with the property owners fail.

With a unanimous vote Tuesday, the supervisors took the first step — adopting a resolution of necessity — to guarantee that the necessary right-of-ways needed for the project will be available.

Construction on the second phase of the much-needed interchange project is expected to start in winter 2011, with the bidding process beginning sometime this summer.
