The California Department of Transportation (Caltrans)
proposes to replace the Santa Maria River Bridge on
State Route 1 at the border of San Luis Obispo County
and Santa Barbara County, just north of the city of
Guadalupe. Past bridge inspections have found reactive
aggregates on the bridge structure and scour at the
bridge foundations, both of which are negatively
affecting the integrity of the existing bridge. Replacing
the existing bridge is the best solution to address
reactive aggregates and scour issues, which will restore
the reliability and function of the highway. The new
bridge would be built on a new alignment next to where
the existing bridge is located. The new bridge will include
wider shoulders, upgraded railings, and a pedestrian
pathway. The highway will remain open to traffic during
project construction.
WHY THIS PUBLIC NOTICE?

Caltrans has studied the effects this project may have on the surrounding environment. Our studies show that the
project will not significantly affect the quality of the environment. Caltrans has prepared an Initial Study with Proposed
Mitigated Negative Declaration and Environmental Assessment for the project after studying the effects that the
project may have on the environment. The environmental document and study results are now available for public
review.
WHAT IS AVAILABLE?

The Initial Study with Proposed Mitigated Negative Declaration and Environmental Assessment and other project
information will be available for review and copying at the Caltrans District 5 Office at 50 Higuera Street in San Luis
Obispo, California 93401 on weekdays from 8:00 a.m. to 5:00 p.m. The Initial Study with Proposed Mitigated
Negative Declaration and Environmental Assessment will also be available for your review online or by request.

WHERE DO YOU COME IN?

Do you have any comments about processing the project with an Initial Study with Proposed Mitigated Negative
Declaration and Environmental Assessment? Do you disagree with the findings of our study outlined in the draft
environmental document? Would you care to make any comments on the project? Would you like to request a printed
copy of the document or study results? Please submit your comments and request no later than July 2, 2020 by
U.S. mail to Caltrans, Attention: Matt Fowler, Senior Environmental Planner, 50 Higuera Street, San Luis Obispo,
California 93401, or to matt.c.fowler@dot.ca.gov for emails. If there are no major comments, Caltrans will proceed
with the project’s design.
