More trouble on the 166?

This regards signage on West Highway 166.

During the year that the headlights-on signs on the highway have been installed, I have noted about one-third compliance, and of those, about half use parking lights. What does it take to get drivers to read and comply? Citations?

Additionally, there are signs asking that a “drunk driver” be reported to 911. I can, perhaps, identify an erratic driver, but I believe the determination of “drunk” can only be made by law enforcement evaluating breath, urine or blood levels of alcohol.
